Chengmai: A Unique Approach to Agricultural Enrichment

一對無籽蜜柚賣398元，1斤無核荔枝賣500元，1公斤富硒地瓜賣50元……當“農產品+品牌”，其價值將獲得充分的市場認可。福山咖啡、無核荔枝、白蓮鵝、和牛、福橙……每年的不同季節，澄邁縣都有不同的農產品品牌在消費市場上占據龍頭地位。

A pair of seedless honey pomelos sells for 398 RMB, 1 pound of seedless lychee sells for 500 RMB, and 1 kg of selenium-enriched sweet potatoes sells for 50 RMB... When agricultural products are branded well, their value can be fully recognized by the market. Fushan Coffee, Seedless Lychee, White Lotus Goose, high quality Japanese Beef, Lucky Oranges... In each season of the year, Chengmai County has different agricultural products occupying leading positions in the consumer market.

Make the Most of What You Have: Turn Resource Advantages into Brand Value

近年來，澄邁縣政府聯合中國熱帶農業科學院、海南大學、海南省農業科學院等科研機構成立澄邁橋頭地瓜研究所，配備專職科研人員和先進儀器設備。從各地搜集引進了80多個地瓜名優特品種，篩選培育出多個適合當地種植的優良品種，為產業發展奠定良好基礎。

In recent years, the Chengmai County Government has established the Chengmai Qiaotou Sweet Potato Research Institute in cooperation with the Chinese Academy of Tropical Agricultural Sciences, Hainan University, and the Hainan Academy of Agricultural Sciences. The Research Institute is equipped with full-time scientific research personnel and advanced equipment. More than 80 popular, high-quality, unique sweet potato varieties have been collected from various places, and a number of excellent varieties suitable for local planting have been screened and cultivated, laying a good foundation for the development of the industry.

同時，澄邁縣政府還投資1000多萬元，扶持建設20畝脫毒種苗基地和1500畝核心示范種植區，向全縣提供優質種苗，通過科技創新和示范推廣，不斷擴大橋頭地瓜種植面積。

At the same time, the Chengmai County Government has also invested more than 10 million RMB to support the establishment of 1.3 hectares of virus-free seedling bases and 100 hectares of core demonstration planting areas, providing high-quality seedlings to the county, and continuing to expand Qiaotou Sweet Potato cultivation through technological innovation, demonstration, and promotion.

“品牌化是農業現代化的重要標志，是實施鄉村振興戰略的重要驅動力。近年來，圍繞現代農業發展，澄邁縣抓質量、聚特色、創品牌、提效益，用品牌撬動產業升級、用特色打造品牌，品牌農業已然成為農業增效、農民增收的一張王牌，為澄邁實施鄉村振興戰略提供重要支撐。”澄邁縣委有關負責人表示。

A representative of the Chengmai County Party Committee reports, "Branding is an important symbol of agricultural modernization and a vital driving force for the implementation of the rural revitalization strategy. In recent years, focusing on the development of modern agriculture, Chengmai County has concentrated on quality, compiled a list of unique characteristics, created brands, and improved benefits, using branding to support industry improvement. In creating unique brands, branded agriculture has become a winning strategy for improving agricultural efficiency and increasing farmers' income, providing important support for Chengmai's implementation of the rural revitalization strategy."

在農業品牌化推進過程中，澄邁設立8家農業科研機構，聘請科研院所農業專家，培育脫毒種苗、選育優良品種、推廣標準化種植技術，制定推廣生產技術標準。并利用科學技術手段，搭建智慧農業平臺，推進農產品質量安全管理體系建設，加強市場推介營銷、深化品牌效應。

In the process of promoting agricultural branding, Chengmai established eight agricultural scientific research institutions and hired agricultural experts from scientific research institutes to cultivate virus-free seedlings, select high-quality varieties, promote standardized planting techniques, and formulate and promote production according to technical standards. They have used scientific and technological means to build a smart agricultural platform, promoted the development of agricultural product quality and safety management systems, and strengthened market promotion, deepening brand effectiveness.

2009年4月，澄邁縣在全省率先實施“商標富農”工程和特色農業富民工程，出臺《澄邁縣商標富農工程扶持辦法》《澄邁縣商標注冊鼓勵辦法》《關于深入推進農業供給側結構性改革加快打造熱帶特色高效農業“王牌”的實施意見》等系列文件，為打造品牌農業明確方向。

In April 2009, Chengmai County took the lead in implementing the "Trademark-Rich Farmers" and the Featured Agriculture Enrichment Projects throughout the whole province. They issued a series of documents, including: “Measures for Supporting Chengmai County’s Trademark Enrichment Project,” “Methods for Incentivizing the Registration of Trademarks in Chengmai County,” and “Implementation Opinions on Promoting Structural Reform of the Agricultural Supply Side and Accelerating the Development of a Winning Strategy for Tropical, High-Efficiency Agriculture," all to clarify the correct direction for the development of branded agriculture.

經過多年培育，澄邁“富硒農業”的綠色標簽越擦越亮，品牌農產品數量不斷增加。截至目前，該縣累計有效注冊涉農商標1772件，有效期內認證“三品一標”農產品57個。此外，澄邁縣成功入選國家地理標志產品保護示范區籌建名單，先后被授予全國首批“國家商標戰略實施示范縣”“全國木本油料特色區域示范縣”等榮譽稱號。

After years of careful tending, Chengmai's green reputation for "selenium-enriched agriculture" has gotten better and better, and the number of local branded agricultural products has continued to increase. As of today, the county has registered a total of 1,772 agriculture-related trademarks, and 57 “three products, one standard” agricultural products have been certified within the validation period. In addition, Chengmai County was selected as one of China’s National Geography Brand Product Protection Demonstration Zones, and was in the first group of "National Trademark Strategy Implementation Demonstration Counties" and "National Featured Woody Oil Regional Demonstration Counties," as well as earning several other honorary titles.

雙管齊下 線上線下拓增收途徑

A Two-Pronged Approach: Expanding Both Online and Offline Revenue Channels

近幾年來，澄邁縣以創建“國家電子商務進農村綜合示范縣”為抓手，積極開展人才培訓、網絡建設、品牌孵化，依托電商平臺，著力構建農村新型消費業態，助推農村電商精準扶貧，走出一條電商消費富農的新路。

In recent years, Chengmai County, starting from the creation of its status as a “national rural e-commerce comprehensive demonstration county”, has been actively carrying out personnel training, network development, and brand incubation. Making use of its e-commerce platform, Chengmai County has worked to create new countryside consumer development formats and promote rural e-commerce. Chengmai is following a new path towards targeted poverty alleviation, creating a class of e-commerce-rich farmers.

據統計，澄邁累計完成電商人員培訓超7000人次、建檔立卡貧困戶培訓2000余人次，鼓勵企業、合作社和農戶成立各類網店，參與電商營銷。全縣商戶注冊的淘寶網店達500多家，各類企業、個人在微信微商城上開店超過1600家，帶動當地農產品電商年銷售額增長三成以上。

Chengmai has completed training of more than 7,000 e-commerce personnel, and held over 2,000 training sessions for impoverished households. It encourages enterprises, cooperatives, and farmers to set up a wide variety of online stores and participate in e-commerce marketing. There are more than 500 online Taobao stores registered by sellers in the county, and more than 1,600 stores have been opened by local enterprises and individuals on WeChat and WeChat Mall, driving the annual sales of local agricultural products up by more than 30%.

2015年6月，福山互聯網農業小鎮建設啟動，前期建成1個鎮級運營中心和6個村級服務中心，目前已促成福山互聯網農業小鎮運營中心小程序與浙江省農業農村廳網上農博平臺成功連接，實現澄邁縣農產品搭上互聯網快車進入長三角市場。

In June 2015, Fushan Internet Agricultural Town began construction. In the early stages, one town-level operation center and six village-level service centers were built, which have now promoted the successful connection between the Fushan Internet Agricultural Town Operation Center WeChat mini-program and the Zhejiang Provincial Department of Agriculture and Rural Affairs’ online agricultural expo, making the dream of Chengmai County's agricultural products catching the Internet ‘express train’ to the Yangtze River Delta market come true.

下一步澄邁還將加強資源整合，鼓勵農業上下游企業以利益聯結形式打造產業化聯合體，以抱團方式，做大做強澄邁特色農產品品牌，培育壯大知名農業企業品牌，不斷提升優質農產品市場競爭力。
