表彰打擊跨界環(huán)境犯罪方面的杰出成就|亞洲環(huán)境執(zhí)法獎公布獲獎名單

亞洲環(huán)境執(zhí)法獎（Asia Environmental Enforcement Awards）由聯(lián)合國環(huán)境規(guī)劃署（UNEP）設立，聯(lián)合國發(fā)展署（UNDP）、聯(lián)合國毒品與犯罪問題辦公室（UNODC）、國際刑警組織( INTERPOL)、《瀕危動植物種國際貿(mào)易公約》(CITES)秘書處和世界海關組織（World Customs Organization）等聯(lián)合評審，在國際環(huán)境執(zhí)法領域具有很高的權威和認可度。該獎項每年頒發(fā)一次，以表彰在打擊跨界環(huán)境犯罪方面取得的杰出成就。

該獎項旨在公開表揚政府官員、機構或團隊在打擊跨境環(huán)境犯罪方面的卓越執(zhí)法表現(xiàn)，該獎項每年頒發(fā)一次。授予在執(zhí)行國家法律打擊跨境環(huán)境犯罪方面表現(xiàn)卓越和杰出領導能力的個人和/或政府組織/團隊。該獎項的主題范圍包括任何跨境環(huán)境犯罪，如非法野生動植物貿(mào)易、非法化學品或廢棄物貿(mào)易（包括塑料），所有這些都在新冠疫情應對和恢復時代變得越來越重要。

環(huán)境犯罪是僅次于毒品走私、造假和人口販運的全球第四大非法活動。據(jù)估計，包括野生動植物制品和森林產(chǎn)品的非法貿(mào)易、非法廢物傾倒、消耗臭氧層物質走私以及非法采礦在內(nèi)的犯罪活動，每年讓全球損失2580億美元。

在11月30日聯(lián)合國環(huán)境署舉行的亞洲環(huán)境執(zhí)法獎線上頒獎儀式上，中國海關獲得本年度4個獎項中的2個，分別是海關總署緝私局聯(lián)合新加坡公園局，黃埔海關緝私局聯(lián)合泰國、越南海關攬獲亞洲環(huán)境執(zhí)法獎合作獎。這是中國海關繼2017、2018、2019年后，第四次獲得該獎。

本文將回顧自2015年以來，六屆亞洲環(huán)境執(zhí)法獎的獲獎者及其獎項。

# 2021年：（第六屆）

1. 中國海關總署緝私局聯(lián)合新加坡國家公園局（Singapore National Parks, Singapore Customs, and Anti-Smuggling Bureau of China Customs），獲“合作獎”。

2. 黃埔海關緝私局聯(lián)合泰國、越南海關（Enforcement Division of Thai Customs Department, Anti-Smuggling Bureau of Huangpu Customs (China), and Anti-Smuggling and Investigation Department of Viet Nam Customs），獲“合作獎”。

3. Swayam Mallick, Ajay Kumar Sahoo, Ghanashyam Mahanta and Sanjib Rout, 印度奧里薩邦政府森林和環(huán)境部科恩吉哈爾森林司（Keonjhar Forest Division, Department of Forest and Environment, Government of Odisha (India)）“創(chuàng)新獎”

4. Dr. Anna Wong, 新加坡國家公園局主任（Director, Singapore National Parks），獲“性別領導”、“女性賦權”獎

# 2020年：（第五屆）

1. 尼泊爾警方中央調查局（Central Investigation Bureau, Nepal Police ）Sudarshan Panthee & Birendra Singh Johari，獲“影響力獎”（Impact）。

2. 菲律賓象牙和非法野生動植物貿(mào)易行動小組(POGI)，獲“影響力獎”。

3. 馬來半島野生動植物和國家公園部(DWNP)&馬來西亞皇家警察特遣隊（ (Department of Wildlife and National Parks (DWNP) Peninsular Malaysia & Royal Malaysia Police Taskforce）Operasi Bersepadu Khazanah，獲“影響力獎”。

4. 阿特加爾森林部門的森林官員（Divisional Forest Officer, Athgarh Forest Division）Sasmita Lenka，獲“影響力獎”和“性別領導獎”（Gender Leadership）。

5. 菲律賓海關總署區(qū)海關署長（District Customs Collector, Philippines Bureau of Customs）John Simon，獲“影響力獎”和“中正不阿獎”（Integrity）。

6. 印度野生動植物犯罪管理局（Wildlife Crime Control Bureau, India），獲“創(chuàng)新獎”（Innovation ）。

7. 馬來西亞環(huán)境部執(zhí)行處（Enforcement Division, Department of Environment, Malaysia），獲“合作獎”（Collaboration）。

8. 印尼國家警察局長Adi Karya Tobing，Sugeng Irianto，以及環(huán)境和林業(yè)部執(zhí)法總干事Rasio Ridho Sani，獲“合作獎”。

# 2019年：（第四屆）

1. 印度杜德瓦老虎保護區(qū)野外主管（Field Director, Dudhwa Tiger Reserve, India）Ramesh Kumar Pandey，獲“影響力獎”。

2. 中國海關總署緝私局（The Anti-Smuggling Bureau (National Anti-Smuggling Coordination Office) of the General Administration of China Customs），獲“創(chuàng)新獎”。

3. 印尼環(huán)境與林業(yè)部執(zhí)法總局（Directorate General of Law Enforcement, Ministry of Environment and Forestry, Republic of Indonesia），獲“創(chuàng)新”、“中正不阿”、“性別領導”獎。

4. 老撾國內(nèi)市場制冷劑檢驗聯(lián)合檢查組（The Lao PDR Joint Inspection Team (JIT) on Inspection of Refrigerants in Domestic Market），獲“影響力獎”。

5. 中國-新加坡跨部門團隊（China-Singapore Inter-Agency Team），獲“合作獎”。

#2018年：（第三屆）

1. 越南芽莊慶和人民法院法官Ms. Le Thi Hang（Ms. Le Thi Hang, Judge at Khanh Hoa People’s Court, Nha Trang, Viet Nam），獲“中正不阿獎”。

2. 尼泊爾警方中央調查局第四支部（Pillar 4 Central Investigation Bureau, Nepal Police），獲“中正不阿獎”。

3. 特別嘉獎:泰國Thungyai Naresuan野生動物保護區(qū)主任Wichien Chinnawong（Special Commendation: Mr. Wichien Chinnawong, Thungyai Naresuan Wildlife Sanctuary Chief, Thailand），“中正不阿獎”。

4. 由泰國海關、泰國皇家警察和國家公園、野生動植物保護部組成的泰國團隊（Thailand Team, composed of the Thai Customs, the Royal Thai Police, and the Department of National Parks, Wildlife and Plant Conservation），獲“影響力獎”。

5. 中國海關總署緝私局（Mr. Wang Wei, Director of Investigation II of Anti-Smuggling Bureau of General Administration of China Customs），獲“影響力獎”。

6. 泰國皇家海關調查和鎮(zhèn)壓第三司小組Decha Wichaidit（Team of the Investigation and Suppression Division III of the Royal Thai Customs, under the Director Mr. Decha Wichaidit），獲“創(chuàng)新獎”。

7. 韓國海關國際調查部門（International Investigation Division, Korea Customs Service），獲“創(chuàng)新獎”。

8. 印度環(huán)境、森林和氣候變化部野生動植物犯罪管理局（Wildlife Crime Control Bureau, Ministry of Environment, Forest and Climate Change, Government of India），獲“創(chuàng)新獎”。

9. 前馬來西亞半島野生動植物和國家公園部（Joil bin Bombon）和前印度野生動植物犯罪控制局R.S. Sharath（Mr. Joil bin Bombon, former Dept. of Wildlife and National Parks Peninsular Malaysia and Mr. R.S. Sharath, former Wildlife Crime Control Bureau, India），獲“合作獎”。

# 2017年：（第二屆）
